I don't know about other areas, but here in southeastern PA there are some general rules for street fun. Basically when the speed limit is reached, the race is over, or, if you have one car length on the other guy, the race is also over. It's basically a hole shot race, probably born out of the high number of redlights on most roads in Philadelphia - heck, we would run 5 cars wide on the boulevard. We never went very fast, but it was a lot of fun, and the police never bothered us. When the crowds got too big, a fire truck would come by and hose the street down, then we'd go elsewhere till the fire truck showed up there....
