If he bought it in the 1970s he may have paid less then $1000.00 for it so he may not have much money into it and doesn't care about taking a profit on it.
It is unfortunate that he is letting it rot. The moisture coming up from the ground every night will really do a job on the underside. Tom did you get a look at the underside?
