Fisher Body built the entire body; fabricated, painted, trimmed. As received by Chevrolet final assembly, about 85% of the interior was installed. Broadcast copies did not exist until the body was released to final assembly; at that time they were transmitted to sub-assembly stations and printed. That's why they are not found in seating or behind door panels.
At MCACN a few years ago, retired Norwood workers stated one of the last tasks on the line was to 'de-paper' the unit. They did miss a few [57 cars/hr.] otherwise did a fine job of removing them. http://www.camaros.org/assemblyprocess.shtml
