In my neck of the woods, it is now law to have at least two opposing tires strapped down. You can do all 4 and eliminate the frame straps, but do not use e-track. Install proper D rings that are installed to support the required weight.
Or you can safely use these MACS straps to tow from the frame rails. I've never had a problem using these in the past.
