Typically back then you could mix and match whatever you wanted (ie, not so many "packages" as there are today).

Without verifying my sense is that the hood tach was a stand alone option.

Sidebar: I had a friend that started his career as a GMI student in the Pontiac assembly plant. He commented one time that the hood tach was not a very popular item when first introduced (due to poor reliability) and that there were a ton of parts left over at the end of the model year that had to be disposed of.
