I have a pair of those, with 15x7 Cragar S/S wheels, that came with the L78 I just picked up. The side with the round bosses is a slip-fit into the hub face of the wheel. It may work with other wheels besides the unliug S/S but I do know it certainly will work on that model.

I just sold a set of wheels that used those. My wheels were 15X7 Cragar Mach 8's. They were similar to aluminum slots. Instead of 5 oval shaped slotted holes, there were 8 round holes. Mine were not unilug, they were Chevy pattern and they came to me on a 69 Corvette. I think the spacers were to make the wheels work with the cars disc brakes.
