One of the most cloned cars ever. Looks like a 6 cylinder car to me. Placement of the flags are off for 63 in my opinion.

Flags and 409 emblem should be on the rear (door side) of the front fenders in 1963 per this picture hijacked from TimG's for sale ad on this site.

Jake, The Biscaynes did have the emblems up front. But I see fresh paint on the column and instrument cluster, plus a few other clone indicators.
