I believe so. It looks to me like the car in the newspaper clipping you posted is wearing the same hood. It's unusual enough that it has to be part of the package. I've never seen a scoop design <span style="font-style: italic">quite</span> like it and certainly never on a 68-69 Fairlane/Torino.
