Because it doesn't say Oldsmobile on it for starters. And because the owner says it is a Fisher Broadcast Card.

Plus, I have the belief - right or wrong - that COPO is a Chevy thing and not shared with other GM divisions. It's an interesting mystery that I thought would have an easier answer.
