Its an emblem for sure.
He shipped a low mileage 67 rs/ss camaro convertible and a 70 cuda hemi clone convertible. He stills owns both cars that he shipped back plus several others he's picked up since then. If you google images of "Mike Cruz Lieutenant Governor of Guam" a couple pics will pop up of his 70 RT/SE hemi challenger.
