Default M22 question

I thought that you could only get the M22 in a solid lifter car. But at a cruise night last nigtht I was talking to a guy that has a 1970 Chevelle SS454 LS5 M22 convertible that is fully documented. The price listed on the order sheet was for "4 spd close ratio" and was "184.80" I think. That sounds like the owner ordered an M21 but the build sheet shows the M22 clearly. This was an unrestored car as well.
