I don't think many people would have given a second thought to the differing tags back then, it was "just" a car then, not revered as in the present day. May have even been done in the 70's to fool insurance and get a lower rate for insuring a 6 cylinder car...we did lots of crazy things back then... Pull the cowl panel ans see if the partial is still there and if it matches the vin tag.
