Looking at buying COPO can’t find VIN

I am considering buying a COPO camaro that is located overseas. I have no way of seeing the car in person and wanted to ask a couple of questions. The VIN is 124379N616204 but I cannot find a reference to this anywhere on this website or any others. The current owner has had the car for over 20 years and says it is a real COPO. What would be the best way to start getting the car authenticated without spending significant dollars up front - is there anyone who can tell if the VIN relates to an authentic COPO before I try and find someone to inspect the car for me.
