			In KY that would be the 1230th dealer number assigned to the dealer , and the 1 would be new car store ( maybe ) and plates A tru Z are assigned to that dealer and pre stamped. Plate 2 A tru Z might still have the same 1230 but would be the pre owned store for the same dealer.3 would be the same but mayb a different brand, If you can find a old license bureau dealer hand book the numbers may have more meaning.
