I see it just sold.
I would imagine that was for the Pontiacs he did.
I think I saw that advertised in his Pontiac Catalog too.

I saw a similar decal in an old magazine, except that it had a Rat Fink cartoon in the circle.

Here's that Top Cat decal with a kit----there's a photo of an engine with this decal on it ,just can't locate it right now-----
