Looking for a nice original or restored #'s matching RAIII 4 speed Judge in Espresso Brown, preferably without AC.

Not unusual at all. I can't recall ever seeing them move in unison. Variations in the tension of the over-center spring will cause one to lag behind the other. If they both open and both close (and stay closed), you're in good shape.
