I have converted those fenders in the past by fabricating smaller brackets and vise-versa...

Those are RS ..... STANDARD cars accept RS fenders. A Standard fender needs that extended bracket for RS applications.
There are Camaro venders who sell the RS brackets for Conversion. GM NOS 69 Fenders stamped and sold into the early 90's were nearly all RS for standard use as well. You'll see mostly RS fenders available now in NOS than Standard.
