70 Z/28 for 70K?

this car is local to me and i kind of know who the owner is. what makes this car so special for 70K? Am i missing something here?
was the high spoiler avaialable for this in 70 1/2?

The 1970 was a partial year production and the only year of the second generation Camaros which offered the 360 HP LT 1 engine from the factory. They were detuned to 330 HP in 1971.

This particular car was originally a California car on which we did a rotisserie restoration. Other options beside the Z28 and Rally Sport options include a beige deluxe interior with console delete, 4 speed
transmission and the high rear spoiler option. The paint is the factory original color of Garnet Red with Black racing stripes. All the factory California smog equipment is in place and operational as original. We have paperwork showing original California title.
