Default 70 Nova in my next door neighbors garage

This is for you Nova guys...
It is a 70 Nova with a 250 6 cyl. Auto on the column. Gold car black vinyl top and black vinyl bench seat interior. Now I haven't been able to get under this car's hood or trunk or even inside it (crap piled three feet high on top of it everywhere). It was his mom's car who bought it when it was two to three years old. Hasn't been registered since 97. I can tell you this, the car is ALL there. Top even still looks good (as good as it can with a half inch of dust on it. There is only a slight show of surface rust behind the front wheel well. Keep in mind that we don't have a rust problem in New Mexico. Interior looks good thru the window. Car has approx 85 K original miles. If this car is as solid as I believe it to be, what is it worth? Is it worth more to redo the all original drive train or to build it with a V8? Thanks in advance. I want to make the guy an offer.

OK, so you think it could be worth 3 grand in its present condition? My thought was to buy it, drop the 350 from my Camaro in it and build a 400 SB for my Camaro (which is what I was seriously considering anyway). If I did this what would I need to do with the tranny and rear end in the Nova? I think the cosmetic resto on the Nova would be fairly easy. Then go with some torque thrust wheels and have a pretty cool car. I know this guy told me he was prepared to take a grand for the car a while back and when he finally decided to accept the offer the guy backed out. He knows about my Camaro. Maybe I should offer him two (after a full inspection) and see how high he jumps. I'm thinking around 6k for everything if I put my engine in it. Which would put me in the car at 8K. Is this out of line? Thanks for your reply.
