I have one which I took out of the paper wrapper about 10-12 years ago and put it on my car for a car show. All I did was stick it in the bezel, never tightened it down. Thought I still had the wrapper, but I can't find it, so maybe not.

Technically not NOS any more, but unless you planned to keep it on the shelf, you gotta take it out of the package.
