What is the real truth about Van Nuys cars Having the bottom painted black vs Red Oxide? Can someone help??

Van Nuys cars recieved the black under car paint. The Norwood cars recieved the red oxide primer. Several unrestored examples show this to be true. For example Jack Seymour's unrestored '70 Z. My old 27,000 original mile Cali '70 Camaro had black undercar paint. I'll dig up some photos for discussion.

Was red oxide paint only on the underside of the car? If so, where did it stop and then become black, at the firewall? What all underneath was red oxide?

I have a '69 Nova that was black underneath, but red oxide on the firewall. The more black I sand off the firewall looking for 'codes' the more red oxide I find. This is the first I've seen this - not one bit of red oxide on the underside, but completely red on the firewall.
This is so strange that I'm not convinced that it's factory, so I've got a call into a prior owner to see if they ever dusted a few coats of red & black onto the firewall.
