Default repro gauge cluster

I ordered a new council gauge cluster for my 68
Camaro hooked them up and the oil gauge did not work properly. So I sent it back to Heart beat.They were verry good about it and sent me another new one. Hooked it up
and the oil gauge also does not work.
I hooked up a SW oil gauge to the line and the oil presure gauge works fine. Do you think that the oil gauge is stuck.
Any one had the same troulbe??
