Default Real Copo ??

I have a 69 camaro that i was told was a real copo. It is garnet red, has the BE rearend, Big Block heater housing, curved neck radiator and a 512 cast iron block. The tag reads X11, and the vin # is 6691xx. Is there anyway to tell from the vin number? I have tried to hire a detective agency to run the vin back to the certificate of origin and the dealer who originaly sold the car along with the first owner's etc... I was disappointed to learn that i couldn't find anything out past 7-years. Any help would be appreciated. I'm fully willing to pay for this information thru NCIB, etc....
