Default California vehicle registration history

Does California keep vintage records of vehicle registrations? I am searching the unknown history of the HM L78. I am trying to find in particular the name of the 2nd owner (and any family) who was killed in 1971.

It was at this point the car was stored for approximately 25 years and sold by the fellows Mother. Just trying to connect the dots.

Any other suggestions are very welcome here.

I believe they have them but releasing them is another story. About ten years ago I was able to get all of the certified CA DMV registration records only back fifteen years (to 1979) for my 66 Chevelle SS.
I doubt they will even do that anymore because of the privacy laws. I'm sure Charley or others from CA will know for sure.
