Default 8" Timing Cover, 13 vs. 31?

Would any one take a guess as to what date this 1969 BB 8" Timing Cover would be? The 3 or the 1 was stamped upside down?

It is either the 13th week of 69
or It is 31st week of 69?

What do you think?

I would say 31, since if it was a 13 more than one thing would be off. If it was a 31 just the 1 would be upside down. If it was a 13, the whole stamp would be upside down AND the 3 would be backwards. A pretty cool anomoly whatever it was suppsoed to be.

With the cover flipped the other way, it sure looks like it could be the 69 13.

Were they always dated with the week coming first or last?

Here's another that has its date with the year first.

It can't be "69 13" since the numeral "3" is backwards!

How about 69 18-with part of the 8 being not stamped?

It would be no more difficult to stamp the 3 upside down (which would make it look backwards) as it would to stamp the 1 upside down. Same probablility.
Haven't looked at dates on a lot of covers from 69, but if the year is normally first, it would most likely be 13, with the 3 upside down.

For the record this is my timing cover. It came off a motor that was cast the end of January but wasn't assembled until the 18th of March. I'm not sure it was original to the block since it was rebuilt.
