Default 69 512 block with block cement any ideas?

I have a 69 512 block that someone had put block cement in has anyone ever removed this crap before? I have surfed the web and found a product that reverses the chemical in the cement but its not cheap. Also the block has DANA stamped across the front it came from a 69 Impala any ideas out there guys?

Has the block been overboared or ground for a stroked crank? If so may have to leave the hard block in. Have the block checked for cracks before trying to remove.
