If January dated black standard seat belts were in a September built car it would be HIGHLY suspect as the cycling time would be quick, given the numbers - there were probably 200,000+ cars built with black std seatbelts.
Blue dlx Chevelle belts, total units may have been 200-300 total.
Cycling through them would have been at best infrequent.
