I don't think the cutoff date has been determined. There are mid-year 69's without the block on the subframe, and early '70's with the block on the subframe. So, it's best to use what you found. If everything was missing, and you don't know, go without the block on the frame. Check out Gregg Robert's site for pics, someone's got a link I'm sure.
