I just compared this crank with a 6223 I have in a shortblock, and the counterweights are the same size. The third one from the front is 3/4" (slightly less than 20 mm) on both cranks. Don´t know about the 6223, but the 7115 is crossdrilled. It has an X on the foremost counterweight that looks like it was made at the factory. The X is very deep into the crank.

Still think it´s an L-88/ZL-1 crank ?
