Check out the prior years results at the pure stock race in MI. Deuces are capable of runnin in the high 13.2's, 13.7's in 90 degree temps with high humidity. I think there have been a few 428 stangs at the pure stock event, but I don't remember what they ran. I don't recall them being very competitive when I was at those races.
Any car can lose a street race on any given day based who is behind the wheel!
