I believe the guy you are referring to is Dennis Tuttle. I just received judgement on a court case against him but have not been paid. I would steer clear of him and his cars. He wanted to buy just the tags off my 70 GTO Judge and of course I told him no. He ended up buying the car and taking the buildsheet but his check bounced. I have since sold the car but he has the buildsheet and may be building a car to match it. I am not the only one who has been screwed by Tuttle. His business was called pace car nutz and if you look on the better business bureau website and look this up you will see some complaints. Also there was a website up that may still be there that tells another guys story. It is
