Please don't file anything down. If it is an original 302 block, the engine numbers were stamped by the factory on the right side cylinder head surface on the block behind-under the alternator. This surface was made using a very specialized process known as a broach and this leaves a very characteristic type of surface that is difficult to replicate and is used as a way to determine authenticity of the engine. Once you take a metal tool to clean this surface it is very likely you will damage it and it will be impossible to recover from it.
Instead use lacquer thinner to remove paint and if necessary paint remover. The harshest tool you would want to use (very lightly) would be a brass wire brush and brush in the direction of the length of the cylinder head surface, not across it.
It looks like to me the pedal assembly has not been out of the car. The underdash area looks pretty original. I am doubting it is a Z28. The heads are definitely not 1969 Z28 items.
