the Jan 1st 1967 fed regs prohibited the use of the spinners on wheel covers ... that is why the 67 Camaro shown above have the (same) covers with the "safe" (thx Feds) wheel centers

Ford had the same issues with their attractive spinner wheel covers too

side note to that same regulations that went into effect during that same time protecting us from ourselves were the collapsing steering columns, dash knobs, steering wheel centers, spring loaded hood ornaments (the Continental star comes to mind here), probably more that I can't state examples of right now too
