It is common in the industry for high demand events. It has become common for people to book <span style="font-style: italic">multiple rooms</span> only to cancel some near the actual booking dates, leaving the rooms unsold long after being listed as sold out. Since these properties always sell out well in advance, all Hilton properties (the DT and the Embassy) implemented this policy last year.
If this is a problem for anyone, I believe the Crowne and the aLoft do not require an advance deposit.
