If you ordered the 15" tire option you got the small hub caps because they didn't have any 15" full wheel covers. The option price for 15s was lower for a Super Sport because they factored in a credit for the unused SS wheel covers. The optional wire wheel covers were available on any car.
This one has a few owner added/incorrect pieces but it looks nice.
Was the deck stamp checked?

Actually it was a 15" TIRE option, which of course came with 15" wheels. They were standard on Police and Taxi chassis options but were an RPO by themselves (same as the priceless Corvette wheels)
