It honestly looks like part of a carb linkage. Maybe bolts on carb bolts and is part of linkage mount? A solid point to mount moving linkage to.
Hard to say, but I agree the rod doesn't belong. Not sure why the plug wire dividers are on it either.
It does look like a one time legitimate part, Frankensteined into something else.
