To put it bluntly, you get what you pay for. The repro ingition assemblies are made who-knows-where - probably China. I bought a similar set, installed the ignition switch and then noticed it had no accessory position. I had to pull out the new switch and replace it with a used one from another old column I had.

In your case, I think you have either of two choices: either have the locksmith put in the new GM lock cylinder with the key it comes with, or pay extra to have them key it to your car.

Actually I prefer having 3 keys (door, trunk, ignition). That way if someone ever pulls out one of your door locks, they can't make a copy of the key and drive your car away. (This was the major method of theft for these cars back in the day - and still is. It can take only a minute or two for an expert criminal to copy that door key).
