That's the "Sea Whizz" or Close In Weapons System (CIWS). Its a naval 20 mm gun being tested in the desert, probably NAWCAD China Lake, CA. It is an automated radar tracking last line of defense primarily to shoot down anti-ship missiles. Very rapid fire with actual rounds per minute being classified.
