Ray, The '70 and '71 rear sway bar upper attachement brackets are welded to the frame rails. I have a '70 Z28 project car with the brackets still attached and they are welded to the frame rails. We have a customers '71 Z in the shop and the brackets are welded on that car as well. That is the way I have seen them on the 70 and 71 Z/28 models.
