Lee has already answered the wheel cover question. '66 and '67 Chevelles only came with body color wheels if built with dog dish caps. If a wheel cover option was chosen wheels were gloss black.
Also on this car, the top half of the valence panel, above the stainless trim, should be argent silver, and the grille extensions should be blacked out to match the SS grille.

Just to add a little more; 1965 and '66 had SS spinner wheel covers. The difference was the height of the spinner. '65 spinners were higher than '66. You can easily put your fingers behind the spinner on a '65. Some sort of regulation (I don't recall what exactly) lowered the spinner for '66. You can't put your fingers behind a '66 spinner.

Same as the GTO’s.

There were just a select few body colors (3-4) that would have been painted onto the wheels, only with the “Standard” hubcap (dog dish).
Not all body colors were used. Example, a Red car would receive black wheels, not Red with the Standard cap.

If the GTO was optioned with full wheel disc, then the wheel was painted black like the Chevelles.

First three photos,
My ‘65 GTO with wire wheel disc on black painted wheels.
You can only see the black paint outer lip with the full cover.
The entire wheel, front and backside is black.

My buddy Grant which has a Signet Gold ‘67 GTO with the Standard hub cap has a different gold on the wheels. They are painted Seneca Bronze.

All the wheels begin as full black. The “secondary color” for Standard cap cars were sprayed only on the front.
You can see some Seneca Bronze bleed through on the last photo.

My guess is '66 with a '67 stinger hood added.

63 = split window, has fake grilles in the hood, two horizontal depressions in fender
64 = no split window, depressions in the hood with no grilles, same horizontal depressions in the front fender as '63 does
65 = side vents as shown above, no hood emblem, vents in "b" pillar of roof
66 = side vents as shown above, hood emblem at forward edge of hood, drivers side, no vents in "b" pillar of roof
67 = vertical "slats" for fender vent, back up lamp above rear license plate
68 = new body style, push button door handles
69 = same body style, no push button for door handles
70 = same body style, fender vent has insert, round parking lights
71 = parking lights match contour of front grille (where they are located), white lens with amber bulbs
72 = parking lights match contour of front grille, amber lens with white bulbs

73 = rubber front bumper (only front)
74 = rubber front bumper, front and rear (no bumper guards)
75 = rubber bumper front and rear, with black bumper guards front and rear, block letters in "Corvette" script on rear
76 = same, with new "italicized" Corvette script on rear
77 = crossed flag emblems rather than round emblem, front and rear
78 = big rear window, stainless trim
79 = big rear window, black trim
80 = new front end design with air dam incorporated

He had a steel bumper on it painted body color while he was finishing up the proper endura part; it was very discreet but the reason I noticed is because it fit so nice. It was also quite a bit lighter he said, and he even toyed with just leaving it on there, but I'm pretty sure when he sold the car he had installed the correct endura part back on it.

----It's a pretty nice silver on silver 66 pretending to be a 67. Kind of a normal occurence at least back in the day. The 427 emblem on the front fender, fender louvers and lack of vents behind the doors don't lie though!....Bill S
