It is a dust seal for the input shaft on many power steering sectors, as listed on NAPA. GM is discontinued and no list of applications came up.

I've made a few changes to my Chevelle. The worst was installing Holley Sniper EFI. This unit damaged to my engine / car more than I would ever dream possible. I purchased the 550-872 Stealth unit....
